Verb て form + おきます

  1. Completion of a necessary action by a given time

  2. Completion of a necessary action in readiness for the next use or the next step


  3. Keeping the resultant state as it is.

Verb てform + あります

Verb て form + あります indicates the state which results as a consequence of an action intentionally done by someone. The verbs used here are transitive verbs that express intentions.
Noun1 に noun2 が verb て form あります
In this example, it is indicated that someone put out a memo on the desk and as a result the memo exists as it was put.
Noun2 は noun1 に verb て form あります
This sentence pattern is used when noun2 is taken up as a topic. Note that verb て form + あります is also used to express the state of the result of what somebody did for some purpose. So it can also express, as the example below, that perparation has been done. It is often used with もう (already).
